What It Does
While an annual average of $2.3 billion in federal funds has been available through the Victims of Crime Act (VOCA) to support services for victims and survivors of gun violence at the state level since 2015, states have routinely underutilized VOCA funds for these purposes. State-initiated requests for proposals designating a portion of available VOCA victim assistance funds to specific services for victims of gun violence — e.g., hospital-based violence intervention programs and trauma recovery centers — are a way for states to ensure continued funding for vital services by organizations with a history of providing effective service.
