In 2009, Mayors Against Illegal Guns recommended more than 40 steps that the Obama Administration could take to reduce gun violence without the help of Congress. The President adopted several of these recommendations in his January 2013 executive orders and presidential memoranda on gun violence.

The recommendations aimed to improve the ability of the Federal government to more effectively enforce existing laws designed to reduce gun violence by keeping guns out of the hands of criminals. Among the recommendations were improvements to the gun background checks system, expanding resources available to the ATF, and more effective crime gun tracing.
